LSTS-47245: Allow data to Pending Obsolete fields in SaaS
Data Director did not send any data for Obsolete field to Central in SaaS, but now allows data for Pending fields to be sent. Removed Obsolete fields will still be ignored.

Job monitor should handle large queue of jobs better.
