Note:
Data Director now runs as an x64 application and installation will install the files into Program Files instead of the Program Files (x86) folder.
If you are upgrading from version 3.2.126 or an older version of Data Director, you must first uninstall the older version, to clear it from the Program Files (x86) folder before you install this version.

Reason was the Time part had . instead of : which is not supported by XML. Happen on Windows Server 2022 environment.

DEV-27256: Large job que handling in job monitor
In cases where a lot of jobs are waiting to be processed, the status thread could close a process before it actually started. This caused the job queue to go in stale mode with no activity, unless restarted.
LSTS-24958: Index error when sending job with range filter
Adding range Table-from filter on Normal job with Replication counter caused Index error.
