Restricted Items and Merchants in Scope

Restricted items

Under the Australian Cashless Debit Card (CDC) program, the following categories of goods are restricted and cannot be purchased with a CDC:

  • Alcohol
  • Gambling products
  • Cash-equivalent products such as digital currency, gift cards, and prepaid cards

Merchants in scope

Product Level Blocking applies to mixed merchants – stores that sell both restricted and unrestricted items and that have PIN Encryption Devices (PEDs) integrated with their POS system. Typical mixed merchants include:

  • Independent supermarkets
  • Service stations
  • Convenience stores
  • Cafes and restaurants that also sell restricted items (for example, alcohol)

Stores that do not sell any restricted item or that do not have an integrated PED are not in scope for PLB.
