You can create many different purchase budgets valid for different periods and with different starting dates. Purchase budgets can be based on different levels of the item hierarchy - Division, Item Category or Product Group. The main difference between sales budgets and purchase budgets is that you need to link a purchase budget to a sales budget. You should therefore create the sales budget first, before you create the purchase budget.
