This field indicates whether the change is allowed when the order is on hold (pre-order).
The options are:
Allowed - The change is allowed. No text appears.
On Confirmation - A confirmation window appears stating the status of the order. Change is allowed on user confirmation.
Not Allowed - The change is not allowed. A message appears stating that.
